- ICT Procurement Business Partner / Senior Sourcing Manager

This is a hands-on sourcing role suited to experienced procurement professionals who have successfully led complex sourcing events from strategy development through to contract execution within governance and compliance-driven environments. The team manages procurements exceeding $1M in value, including large-scale ICT, digital, cloud, software and managed services initiatives, with individual sourcing activities often running for 6–12 months and involving multiple stakeholder groups.
Working within a central procurement function, you will partner closely with business and technology stakeholders to deliver defensible, value-for-money procurement outcomes across major government programs and initiatives.
Key Responsibilities
- Lead end-to-end sourcing activities across complex ICT and technology procurement categories.
- Develop procurement strategies, sourcing plans, evaluation methodologies and market engagement approaches.
- Manage RFI, EOI, RFQ and RFT processes from initiation through to contract execution.
- Facilitate supplier engagement, evaluation workshops, negotiations and contract finalisation activities.
- Provide strategic procurement advice to senior stakeholders across technology and business portfolios.
- Ensure compliance with NSW Government procurement policies, Procurement Board Directions, governance and probity requirements.
- Identify and manage procurement risks, ensuring robust and defensible procurement outcomes.
- Manage multiple concurrent sourcing activities while maintaining strong stakeholder engagement and delivery timeframes.
- Conduct sourcing health checks and provide guidance on procurement strategy, risk and commercial considerations.
- Proven experience leading end-to-end sourcing activities within complex government or enterprise environments.
- Strong ICT procurement experience across technology categories such as software, cloud, infrastructure, telecommunications, managed services, digital platforms or technology transformation programs.
- Demonstrated experience managing complex, high-value sourcing activities involving multiple stakeholders and governance forums.
- Strong understanding of NSW Government procurement frameworks, policies and governance requirements.
- Experience working with ICTA, MICTA and related NSW Government technology procurement arrangements will be highly regarded.
- Strong commercial acumen, supplier negotiation and stakeholder management skills.
- Ability to operate autonomously, prioritise competing demands and manage multiple sourcing activities simultaneously.
- Comfortable working within highly regulated and compliance-focused procurement environments.
