Our client is a leading player in integrated oil and chemical terminal operation. The Director of Operations will be responsible for overseeing the APAC, Middle East, and ANZ regions to develop and implement strategies for the business unit.

Responsibilities:

Strategic Planning
  • Develop tactical plans to drive our terminals individually towards an increasing level of operational excellence.
  • Service: drive consistency of service across terminals, ensuring setting of clear expectations for relevant service KPIs, and maximizing the use of data to create visibility.
  • Development and implementation of strategies to enhance knowledge and capabilities to:
    handle transition fuels such as bio-fuels, LNG etc;
    pursue carbon reduction and;
    grow new energies footprint e.g. ammonia, hydrogen
  • Development and implementation of strategies to increase bench strength in the Operations domain.

Safety, Health, Environment and Quality

  • Ensure a safe and healthy working environment for employees as well as contractors/service providers.
  • Drive continuous improvement & SHEQ leadership values in our BU as well as terminal organization.  To ensure that we have a good overview on safety risk across our network, and to ensure that organizations with such risk will have an improvement plan which will be monitored.
  • Use of programs and initiatives to proactively identify gaps, facilitate assessment to determine safety gaps in our operational procedures etc, ultimately to identify potential problems before it occurs.

Operations and Service Excellence

  • Ensure that terminals operate per the key operational processes A2D, O2I etc. Assist terminals in closing key gaps.
  • Ensure that terminals operate per standards.  Assist terminals in closing key gaps.
  • Develop and share terminal management expertise e.g. having an effective structure, having a good operating rhythm, ensuring performance is monitored, and improvements if any are implemented.
  • Drive & contribute to cost effectiveness.
  • Act as the linking pin between terminals so that experiences, best practices, access to resources etc.

People development:

  • Develop and implement programs to enhance competency in operations
  • Continuous improvement to ensure a high level of operational discipline
  • Create platforms and opportunities for expert user groups to share knowledge, and for the network to draw upon

Due Diligence

  • Execution of due diligence and technical assessments of installations in support of business development and market initiatives in investments in accordance to standards and in alignment with global policy.

Project Development

  • For BU driven projects, act as Internal Customer during the identification and selection phase, and thereafter assist in resourcing and setting up of the project team/project organisation.
  • Ensure governance to ensure projects progress, and in this process ensure that projects are reviewed for operability/maintainability/safety.
  • Ensure project readiness and commissioning. As part of the readiness, provide support to terminal to ensure that operations are setup, equipped and trained to operate.

Requirements

  • Degree in Engineering or related field.
  • 15-20 years work experience with proven track record.
  • Demonstrated ability in leading, influencing, driving and stimulating organizational change efforts.
  • Demonstrated leadership and people management skills.
  • Global mindset coupled with cultural sensitivity.
  • Strong business acumen and analytical ability.
  • Strong Project Management with Risk Management ability.
  • Strong operational excellence background in related industry.
  • Excellent interpersonal & communication skills with good proficiency in English, as you will liaise with English-speaking stakeholders.
