Role Description

The role is primarily responsible for the strategic IT planning for my client that the digital transformation initiatives that align with their business capabilities development and other associated functions.

As the Head of IT Planning department, the scope of this role covers;
  • Development of innovative yet strategic IT plans to drive the digital transformation space
  • Management of IT work planning & budgeting
  • Management of enterprise IT Architecture
  • Support the function of IT Governance
  • Management of IT policies

Role and Responsibilities:

Strategic IT Planning
  • To work with stakeholders to formulate strategic IT position/plans and drive towards the implementation.
  • To explore and evaluate technology feasibility and suitability for  adoption in view of driving applications convergence and cost sustainability.
IT Work Planning & Budgeting
  • To drive the annual IT work planning exercise and manage the annual IT budget within agreed cost growth forecast.
  • To review and manage overall IT block budget spent and advise management on the right balance on IT projects that contribute to the IT investment categories (Run, Growth and Transform) against the business goals that contribute to my client’s Strategic outcomes.
 Enterprise IT Architecture
  • Review and advise their business managed IT Systems’ roadmap to align with the target IT blueprint and target architecture through endorsement from the IT Council.
  • To work with the Sector Digitisation team to drive technology adoption for the sector and alignment with their internal target architecture.
IT Governance & Policy Management
  • Manage the secretariat support to both IT & Digital Council and Board IT Committee as well and to plan for agenda.
  • Drive quality improvement and change management relating to IT policies and processes for better efficiency in the overall IT project implementation within the organization.
Manage stakeholders
  • Build good partnership with both internal and external stakeholders.
  • Garner stakeholders expectations and devise management strategy.
  • Work with stakeholders in synchronising strategies implementation.

Requirements / Qualifications
  • More than 15 years of working experience, with at least 10 years in IT planning, strategy and solution implementation.Working experience in health IT domain or healthcare industry in particularly the intermediate and long-term care sector is preferred.
  • Relevant experience in strategic/corporate analysis, planning and development, management consultant, and healthcare operations and management preferred.
  • Strong research, analytical and logical thinking skills, with capacity to think, plan and act strategically to achieve corporate outcomes.
  • Passionate about staying current with emerging technology trends, tools, and techniques.
  • Strong managerial and leadership skills, capable of building good relationship at all levels, and comfortable with working with Senior Management.
  • Excellent interpersonal skills for working in a complex multi-stakeholder environment coupled with good planning, organizing, facilitation, writing and presentation skills.
  • Capable in handling the Board and Senior Stakeholders.
  • A pro-active self-starter, innovative, stakeholder-oriented, with multi-tasking capabilities who can deliver desired work outcomes under pressure and tight deadlines.
  • Able to work independently as well as an effective team player in complex organizations.
  • Degree in Computer Science / Engineering or relevant field, although consideration will be given to experience and certifications in lieu of degree.

Please note that only Singaporeans and Permanent Residents based in Singapore would be considered for this role.
