The primary purpose of this role is to ensure the principles of value for money, transparency and accountability are maintained across all procurement and contract activities. The Procurement Business Partner (PBP) will be responsible for leading and facilitating a range of procurement processes in conjunction with internal and external stakeholders to optimise the Clients contractual outcomes, supplier relationships and manage risk.

The role will be responsible for executing contracts which includes a focus on strategic resourcing, agreeing comprehensive contractual terms and conditions (including service level agreements) and act as the contracts subject matter expert for the Organisation to ensure compliance with NSW and other relevant procurement legislation, policy and guidelines.
 
Day to Day duties:
  • Develop, co-ordinate and lead sourcing activities to establish supply arrangements that meet business needs
  • Identify, manage and mitigate procurement risks to enable the organisation to meet its obligations and maximise business opportunity
  • Document procurement processes, decisions and contractual arrangements fully to provide an audit trail for probity and audit purposes
  • Undertake business needs assessment, supply market analysis and commercial risk and input to Business cases as required
  • Provide support to business units involved in preparing NSW Ombudsman tender proposals for external projects
  • Report on all procurement related activities including external and internal reporting, spend analysis, PO commitments, the achievement of contract KPI’s and continuous improvements to process,purchase orders workflows and contract register, and provide costing strategies towards budget management
  • Facilitate training across the business in procurement, facilities, BCP and travel arrangements

Essential Requirements
  • Relevant tertiary qualifications in business, contract management, risk or legal or 5+ years’ experience in a similar role
  • Knowledge, experience and understanding of NSW Government Procurement processes
  • Demonstrated experience in leading the development and management of contracts and procurement practises across a range of engagements and ensuring compliance of probity processes.
  • Proven ability in managing risk and effectively managing the end to end procure to pay process in a government or complexorganisation
